Adopted by the 4th Conference of European Ministers Responsible for Cultural Affairs (Berlin, 1984)

WE , EUROPEAN MINISTERS RESPONSIBLE FOR CULTURAL AFFAIRS,

Considering the significant role of culture, and those values which give purpose to the existence and actions of mankind;

Considering that the various European cultures are strongly rooted in a humanitarian and religious tradition, which is the source of their dedication to freedom and human rights;

Considering that our European heritage consists of natural resources and human achievements, material assets as well as religious and spiritual values, knowledge and beliefs, hopes and fears and ways of life whose very diversity provides the cultural richness which is the basis of progress towards European unity;

Having undertaken wide-ranging consultations on cultural objectives in Europe,

AFFIRM AS FOLLOWS

The main aim of our societies is to enable everyone to achieve personal fulfillment, in an atmosphere of freedom and respect for human rights;

Such fulfillment is linked to culture which, together with other social, technological and economic influences, is an essential factor in the harmonious development of society ;

Human resources -spiritual, intellectual and physical -provide both the object and the mainspring of development; these resources take the form of aspirations and values, of ways of thinking, being and acting, and they represent the fruits of historical experience and the seeds of the future.

WE INVITE MEMBER STATES, THE CITIZENS OF EUROPE AND OTHER INTERESTED BODIES TO MAKE COMMON CAUSE IN:

DEVELOPING CREATIVITY AND THE HERITAGE

1. To ensure the protection and enhancement of our European heritage, and its continuous enrichment through the creative process;

2. To improve universal access to this heritage, and so to help to increase awareness of European cultural identity and to strengthen it in the light of new developments in communications ;

3. To promote developments that will enhance human happiness and improve our environment and way of life.

DEVELOPING HUMAN APTITUDES

4. To ensure that each individual has open access to the education and training necessary for full personal development and proper integration into society;

5. To provide for everyone, from the earliest age, conditions, conducive to the development of personal independence and creative ability as well as full and responsible participation in the life of the community ;

6. To help everyone to take advantage of new developments in communications, so that technical progress contributes to the well-being of all, and to provide all branches of knowledge and learning with appropriate means of expression.

SAFEGUARDING FREEDOM

7. To ensure for everybody, without discrimination, freedom of thought and expression, including opportunities to live according to their own convictions in a manner that respects the rights of the individual ;

8. To develop opportunities for creative activity and self expression, to encourage the free exchange of artists and the democratic use of new communication technologies, so that everyone may utilize their abilities and make their contribution to the development of society by realizing their full potential;

9. To encourage greater flexibility in the organisation of society, particularly in the planning of working and leisure time, so that individuals may benefit fully from the scope for variety that this would provide.

PROMOTING PARTICIPATION

10. To enable everyone to contribute to the shaping of ideas and to participate in choices which determine the future, and accordingly to provide everyone with maximum access to the relevant information ;

11. To ensure that community action -or action taken on behalf of the community -is clearly explained, publicly debated and democratically decided upon and implemented,

12. To promote recognition of the cultures of regions, migrants and minorities and their participation in the community, so that our society -mindful of such diversity -will allow the emergence of new forms of social cohesion.

ENCOURAGING A SENSE OF UNITY AND COMMUNITY

13. To stress the fundamental role of a sense of community and to foster development of the various forms through which this is expressed: in particular the family, the local community itself and voluntary groups;

14. To encourage the emergence and growth of new forms of social cohesion around activities of mutual interest based on the shared interests of individuals and groups;

15. To create in our society the conditions that lead to better understanding between those of different ages, traditions, cultures and religions.

BUILDING THE FUTURE

16. To encourage innovation and social activities that correspond to European expectations and contribute to new developments;

17. To take an active part in the development of European identity, in order to safeguard and promote the ideals and principles which underlie our common heritage ;

18. To promote international relations and co-operation on the basis of mutual respect, so to encourage the development of all peoples

IN THE LIGHT OF THE CHALLENGES OF OUR TIME, WE, EUROPEAN MINISTERS RESPONSIBLE FOR CULTURAL AFFAIRES ADOPT THESE OBJECTIVES FOUNDED ON FREEDOM AND HOPE.

DECLARATION EUROPEENNE SUR LES OBJECTIFS CULTURELS

Nous,

MINISTRES EUROPEENS RESPONSABLES DES AFFAIRES CULTURELLES,

Considérant le role determinant de la culture, ensemble des valeurs qui donnent aux humains leur raison d'etre et d'agir;

Considérant que les cultures européennes sont fondées notamment sur une tradition seculaire d'humanisme laique et religieux, source de leur attachement inalienable a la liberte et aux droits de l'homme ;

Considérant que le patrimoine européen est formé de ressources naturelles et de creations humaines, de richesses physiques mais aussi de valeurs spirituelles et religieuses, de croyances et de savoirs, d'angoisses et d'espoir, de raisons d'etre et de modes de vie, dont la diversite fait la richesse d'une culture commune, base fondamentale de la construction européenne ;

Ayant engagé une large consultation en Europe sur les objectifs , culturels du developpement,

AFFIRMONS QUE

La finalité de nos sociétes est de permettre a chacun de s'épanouir dans la liberte et l'attachement solidaire aux droits de l'homme ;

Un tel epanouissement passe par la culture qui constitue le facteur essentiel d'un developpement harmonieux des societes avec les facteurs sociaux, economiques et technologiques ;

Leg richesses humaines -affectives, mentales, physiques - constituent la finalite et le moteur du developpement; ces richesses s'expriment sous forme d'aspirations et de valeurs, de manieres d'etre, de penser et d'agir, fruits de l'histoire et ferments d'avenir.

INVITONS LES ETATS MEMBRES, MAIS AUSSI LES ORGANISMES CONCERNÉS, LES CITOYENNES ET CITOYENS EUROPEENS A CONCENTRER LEURS EFFORTS POUR DÉVELOPPER LE PATRlMOINE ET LA CRÉATION

1. Assurer la protection et la mise en valeur du patrimoine européen et contribuer a son enrichissement continu par la creation ;

2. Favoriser l'acces de tous a ce patrimoine et contribuer ainsi a la prise de conscience de l'identité culturelle européenne et a sa promotion face aux nouveaux moyens de communication ;

3. Promouvoir des formes de developpement propices au bonheur des hommes et des femmes, a 'amélioration de leur environnement et de leur cadre de vie.

DEVELOPPER LES APTITUDES HUMAINES

4. Assurer a chacun le libre acces a l'education et a la formation nécessaires a l'épanouissement de l'ensemble de ses facultés et a sa digne insertion clans la société ;

5. Offrir a chacun des le plus jeune age les conditions propices au developpement de ses aptitudes a l'autonomie et a la creation de meme qu'a sa participation pleine et responsable a la vie sociale ;

6. Contribuer a l'apprentissage par tous des instruments nouveaux d'information et de communication, afin que le progres technique puisse servir au bien-etre de tous, et donner a la science et a toute connaissance les moyens d'exprimer leur richesse en idees, symboles et images.

ASSURER LA LIBERTÉ

7. Assurer a chacun, sans discrimination aucune, le plein exercice de la liberté de pensée et d'expression y compris de ses aspirations a vivre selon ses propres convictions dans le respect des droits de l'individu ;

8. Developper les espaces de creation et d'expression, les échanges de créateurs et leur libre circulation, l'utilisation démocratique des nouvelles technologies de communication, pour permettre aux individus d'exercer leurs aptitudes et d'apporter leur contribution au développement de la société dans lapleine reconnaissance de leur identité et de leur role ;

9. Encourager une plus grande souplesse dans l'organisation sociale, notamment, dans l'amenagement du temps de travail et de loisir afin que les individus puis sent beneficier d'alternances dans leurs activités.

PROMOUVOIR LA PARTICIPATION

10. Assurer a chacun la possibilité de contribuer a la formation des idées et de participer a la définition des choix qui determinent l'avenir ; a cette fin, permettre a chacun l'acces -aussi large que possible- aux informations et aux connaissances ;

11. Veiller a ce que les actions collectives -ou conduites au nom de la collectivité -soient clairement exposées, publiquement débattues, democratiquement decidées et mises en oeuvre ;

12. Favoriser la reconnaissance de l'identité culturelle des migrants, minorités et regions et leur participation a la vie sociale afin que nos sociétés, respectueuses de la diversité, permettent l'émergence de nouvelles solidarités.

ENCOURAGER LA SOLIDARITÉ

13. Souligner le ro1e fondamental de la solidarité et favoriser le développement des différentes formes a travers lesquelles elle s'exprime, en particulier : la famille, les communautes locales et les associations volontaires ;

14. Favoriser l'emergence et le développement de formes de solidarité nouvelle autour de projets d'interet commun concus en fonction des affinites, des convictions et des besoins ressentis par les individus et les groupes sociaux ;

15. Créer dans nos sociétes les conditions favorables a une meilleure comprehension entre populations, d'ages et de cultures, de religions et de traditions , differents.

BATIR L'AVENIR

16. Favoriser l'invention, l'experimentation et l'adoption de pratiques sociales correspondant aux aspirations des Européens et contribuant a l'essor de formes nouvelles de developpement ;

17. Participer activement a la réalisation de la construction européenne, notamment, afin de sauvegarder et de promouvoir les ideaux et les principes qui sont notre patrimoine commun ;

18. Promouvoir les relations et la cooperation internationales fondées sur le respect mutuel et favorisant le développement de tous les peuples.
